In desperate need of advice for tot proofing the pets....

Oh good golly little totty, you sure pick your moments for hyper devil times!!!
Ugh, Muma's not well today...sinus's flaring, bones aching, general cold virus ickiness :(
Today I was wrongly assuming that my self entertaining tot would be a breeze to look after while Muma drifted in and out of delirious sleep(I can't even remember Tyler leaving for work, so musta been in deep coma moment).
Well, when I woke, it had been half an hour since Tyler would have left for work, and our tot sure had been entertaining himself :-s  ....emptying the pets pellets into the water bowl, then tipping the whole sludgy mess everywhere.
He has been a very busy mischief maker today!!
I caught him putting tomato sauce hands on my fabrics, having climbed onto the sewing table via the couch, while he should have been eating.  Then he's been using the tv stand as a podium, dancing on it and bopping his toosh into the telly(oh this will impress Daddy, who loves the tv more then his wife!).   And standing on the arm of the couch, nose diving into the (luckily empty) fish tank and pushing the pebbles around to hear he tinkle noise they made on the glass(ok, so that definately needs a lid and distance from a climbing aide before we get fishys!).
Any, all the other devilishness aside....the pets food and water being played with is an ongoing problem.  What to do about it?
We have a cat and dog, both indoor pets.  We have their stuff in the laundry, which is a walk through to the backyard from the hallway. 
A friend suggested a while back what her family did for their cat, which is food and water in the bathroom with toddler gate across the doorway, which the cat could get through.  Great idea, but our dog doesn't fit through the gaps, she never could fit through the play pen gaps which would be the same.
It's not so much the pellets that are the problem, they can be rationed rather then left out, but their drinking water.  They need access to fresh drinking water all the time, but our little tot is taking delight in splish splashing in it and tipping it across the floor to dance in puddles!  
Arrrr!!!  What to do?
What do you do?

well that was gonna be my suggestion to put up a gate on the laundry like mine.. maybe put the cats food and water up on a window sill or on the washing machine?? as for puppys food - u could just feed her once/twice a day and jackjack needs to be told to stay away from said food at feed times.. as for puppys water i dunno on that one! we have a outside doggie so its not an issue for us.. GOOD LUCK :D

Nah, it is really just the water that's the issue. The cat already gets fed on the washing machine, to keep the piggy dog from eating it! And I give them dinner while Jack's eating his own dinner, so he's distracted
